The Emancipation Proclamation, signed by President Abraham Lincoln on January 1, 1863, freed slaves in the Confederate states, but it took until June 19, 1865, for the Union army to arrive in Galveston, TX, to advise the enslaved of their freedom, and another six months for Congress to ratify the 13th Amendment which officially freed slaves in the Union states.
