Sacramento, CA – Among the many breakthrough proposals offered by California Governor Gavin Newsom in his budget for fiscal year 2020-21, is a rethinking of the state’s approach to juvenile detention. His plan calls for the transformation of prisons used to detain youth offenders under the age of 25 years. Newsom envisions restructuring them in campus-style learning environments. The proposed facilities would be complete with mentors, innovative technology and work in academic partnerships with local colleges. The governor’s focus on improving conditions for youth offenders and better preparing them to re-enter their communities is in addition to an earlier announcement of his plans to close for-profit contract prisons in the state.
