California’s 2018-19 Budget

Later this week, Governor Jerry Brown is expected to sign the state’s 2018-19 Budget. The state legislature approved the General Fund budget earlier this month. The new budget includes $137.7 billion State General Fund (SGF) revenues and transfers, $138.6 billion SGF in expenditures, and $15.9 billion in total reserves including $2.0 billion in the Special Fund for Economic Uncertainties, $200 million for the new Safety Net Reserve Fund, and $13.8 million for the Budget Stabilization Account.  The final budget package has more than a dozen trailer bills. The trailer bills provide guidance on budget allocations and policy changes directly connected to the budget.
